In California, a fourteen year old can not use a tanning machine without her mom's permission.
Similar restrictions apply to ear and body piercings, as well as tattoos.
But the same fourteen year old can get an abortion (um, major surgery?) without Mom or Dad ever knowing she's pregnant.
